Missourians voted 50.05-49.95 to legalize online sportsbooks in Missouri last year

Online sports betting is now legal in Missouri, but you still can’t bet in the state, as there are no licensed sportsbooks. The good news, however, is that there’s now a timeline for the launch of online sportsbooks in Missouri.
With the Missouri Gaming Commission currently accepting applications from potential online bookmakers, we’ll likely see sports betting go live in Missouri later this year. From codifying the online sports betting regulations in Missouri to issuing the first few sportsbook licenses, here’s everything you can expect to happen as the first few sportsbooks launch in Missouri in the coming months.
On November 6, 2024, voters in Missouri voted to pass Amendment 2, a provision to amend the Constitution of the state of Missouri to allow sports betting subject to regulation by the Missouri Gaming Commission. Despite a significant campaign by major US-based bookmakers in the Amendment’s favor, it passed very narrowly, garnering only 50.05% “yes” votes as against 49.95% “no” votes, barely meeting the threshold to legalize sports betting in the state.
Despite the legalization of sports betting in Missouri, residents of the state will still be unable to bet on sports games for the foreseeable future, as bookmakers are required to hold a license from the Missouri Gaming Commission, something the commission has yet to start issuing.
As it stands, several sportsbooks are already sending in their applications for a sports betting license in Missouri, with the Missouri Gaming Commission confirming it has received applications from a few brands. Missourians can expect the first wave of legal online sportsbooks to arrive as early as this year, with the specific date still under speculation.
There’s plenty of speculation about when the first online sportsbook will hit the markets in Missouri, with the final roadblock being a license for sportsbook operators. While the Missouri Gaming Commission (MGC) has opened applications for an online retail license, an applicant must partner with a Missouri-based casino or pro sports franchise to be eligible to apply for a betting license.
When the MGC opened the applications for the licenses in May, the commission set a December 1 launch date for sports betting in Missouri, so it’s reasonable to expect the first wave of online sportsbooks in the state to launch in December.
The December 1 date was the start-by date codified in Amendment 2, but there’s a chance that legalized sports betting in MO may not launch by then. As it stands, the MGC has yet to finalize gaming rules for Missouri sportsbooks, and the state’s Secretary of State has rejected emergency rulemaking for sports betting sites.
The good news is that the commission has sent draft regulations to the governor’s office since January, and with Governor Mike Kehoe being an avid supporter of legalizing sports betting, Missourian sports bettors can expect him to assent to the document before the December 1 online sportsbooks launch.
Sports betting enthusiasts in Missouri looking to get in on the action when the first set of online sportsbooks launches in December may have more eligibility requirements than just residing within the state. While the full set of regulations for online sports betting in Missouri still awaits the governor’s signature, Amendment 2 already codifies some of the restrictions to expect from sports betting in the state.
For one, the Amendment restricts sports betting in Missouri to individuals physically located in the state and above the age of 21 only. If you already meet this requirement, here’s how the process of placing a sports bet should look in Missouri after December 1, 2025:
Even after legalizing online sportsbooks in Missouri, you’ll likely not see operators spring up willy-nilly, as the Missouri Gaming Commission has the mandate to issue licenses and regulate the activities of online bookmakers in the state. Punters in Missouri will likely have to find a licensed online sportsbook to place bets, and with several operators already applying for licenses, that shouldn’t be a challenge.
In states like Missouri, online sportsbooks often launch with generous bonuses to kickstart betting activity. In short, you can expect plenty of bonuses in the first few weeks after the first few sites open to users, ranging from free bonus bets to matched deposits and odds boosts. After choosing and signing up for an online sportsbook, claim any applicable welcome bonuses if any are available.
With Amendment 2 restricting Missouri sportsbooks to individuals physically present in the state, new users will likely have to undergo some form of address verification to be allowed to access any online betting sites in Missouri by December. It’s also standard practice to verify contact information like phone numbers or emails when signing up for an online sportsbook, and it’s fair to expect something similar when Missouri sportsbooks launch.
Users who meet all the eligibility requirements and can complete all the steps above can proceed to place a sports bet on sporting activities their chosen sportsbook covers. Typically, most online betting sites in the United States offer all major US leagues and then some, as well as sports events from outside the United States.
Amendment 2 has passed successfully, albeit narrowly, and the first few sportsbooks will likely launch by December, according to updates from the Missouri Gaming Commission. Long story short: sports betting is legal in Missouri now, but you cannot make sports selections until the MGC issues sports betting licenses to operators, likely by December.
Once the first set of licenses is issued, you can choose one that works for you, claim any applicable bonuses, verify your address information, and start placing sports bets. You can start by checking our recommended bookies on the banners that are soon to be legal in MO.
