Maryland was one of the first states to look into legalizing sports betting after the Supreme Court’s rule in 2018. However, it was not until May 2021 that lawmakers were able to make this a reality. But unlike many other states, this decision was placed in the hands of voters.

Fortunately, the responses were positive, with Maryland voters showing support for wagering in a general election ballot held in 2020. This laid the foundation for legalizing online sports betting in the state, but the pandemic put a halt to the preparation while allowing lawmakers to create a more extensive bill.

This brought about the creation of bill HB 940, which gave regulatory authority to the Maryland Lottery and Gaming Commission. By January 2021, further discussions were held to fine-tune the details, before Governor Larry Hogan finally signed the bill on May 18, 2021. Still, due to delays, it wasn't until November 2023 before sports betting was legal in Maryland.

Here are some key aspects of the bill to note:

1. The Maryland sports betting bill allows 10 Class A licenses, with six reserved for commercial casinos, three for professional sports venues, and one for the Maryland Jockey Club
2. All major retail licensees will come with a fee of $250,000
3. HB 940 led to the creation of 30 Class B licenses for Maryland-based businesses that will give them the authority to offer retail sports betting. These retail operators will pay a licensing fee of $50,0000
4. The sports betting bill will allow for the creation of 60 online and mobile sports betting licenses, which is one of the largest in any state. Licensees of any class will be eligible to apply for this license.
5. Online sportsbooks will have to pay a licensing fee of $500,000 to establish websites and mobile sites. There's also a $100,000 annual renewal fee attached.
6. A 20% tax will be attached to sports betting revenues
7. The Maryland Lottery and Gaming Control Agency will regulate the sports betting industry, but SWARC will issue sports betting licenses.

Timeline of Maryland Sports Betting History

Like other US states, Maryland's sports betting has gone through major milestones that made it a reality. Here’s a breakdown of the timeline and key happenings.

• November 3, 2020: Residents in Maryland voted in favor of sports betting during the general election
• April 12, 2021: Bill HB 940, which lays the rules of sports betting in the state, is approved by the Maryland General Assembly
• May 18, 2021: Governor Larry Hogan signs HB 940. However, the regulation was set to kick off on June 1.
• May 19, 2021: BetMGM partners with the Baltimore Ravens and gains access to the Maryland market.
• June 10, 2021: PointsBet gets access to the Maryland market via a partnership with Riverboard on the Potomac
• June 15, 2021:The Maryland Lottery and Gaming Control Commission votes and approves the sports betting regulations in Maryland.
• August 16, 2021: Maryland’s newly created Sports Wagering Application Review Commission held its first meeting. The meeting ended with the Maryland Lottery and Gaming Control Commission receiving a license.
• August 27, 2021: The Maryland Lottery and Gaming Control Commission officially released the sports betting regulations.

• September 10, 2021: Maryland fails to meet the expected launch date for its online sports betting market
