Arizona legalized online sports betting in April 2021 after Gov. Doug Ducey signed HB2772. This law led to the creation of the Arizona Department of Gaming as the regulatory body for the new sector. It also allowed for up to 20 sports betting licenses to be available in the state.

The license division was straightforward. Ten licenses were allocated to professional organizations and teams like the Phoenix Suns in the state. The remaining 10 went to Native American Tribes that already had treaties with the state.

This new legislation came with some important requirements, including:

1. College prop bets on teams and individuals are not allowed in the state
2. Every license holder is limited to a single retail sportsbooks and two online skins
3. Online wagers will feature a 10% state tax, while retail wagers are taxed at 8%
4. Sportsbooks will be required to pay $100,000 to apply for a license. They’ll also need to pay $750,000 upon receiving the first license, and $150,000 for annual renewals.

• 2019: Sen. Sonny Borrelli, alongside Steve Pierce, introduced legislation to make sports betting legal in Arizona. However, both bills aimed to prevent online sports betting. After pushback from various groups, the bill failed to go forward in the legislative process
• 2020:  Sen. Sonny Borrelli and Steve Pierce reintroduced their bills SB1525 and HB2813, still featuring the same language. While the House bill made it past two major committees, it did not get a vote on the House floor. In contrast, the Senate bill did not go beyond its second reading.
• April 2021: During the legislative session, Gov. Ducey negotiated new gambling treaties with state tribes to govern their casinos. The session quickly moves forward, ending with Ducey signing the bill into law.
• September 2021: Sportsbooks kicked off in Arizona on September 9, 2021. In the initial four months of legal betting, around $1.75 billion in bets were reported in Arizona, and almost half a billion in December.
• February 2022: Hard Rock Sportsbook began a soft launch in Arizona before officially launching in April.
• October 2022: Fubo Sportsbook ceased operations in the state.
