Pennsylvania Sports Betting by the Numbers

The Pennsylvania Gaming Control Board publishes figures for every sportsbook each month. Sportsbooks can deduct the promotional credits they give away before tax, which is why taxable revenue is lower than gross revenue. These are the September 2026 figures, released on October 19:

Shares are calculated from the online handle each sportsbook reported to the Gaming Control Board. Over the full 2025 calendar year, Pennsylvania's sportsbooks took $8.8 billion in bets, up 5.2% on 2024, and earned $602.5 million in revenue.

FanDuel Pennsylvania

FanDuel is Pennsylvania's biggest sportsbook, with 36.7% of September's online handle, and it runs the retail sportsbook at Valley Forge Casino Resort. Its app is fast and its Same Game Parlay builder is one of the easiest to use on Eagles and Steelers Sundays.

DraftKings is a close second, with 32.7% of September's online handle, and it runs the retail sportsbook at The Meadows near Pittsburgh. Its NFL and NBA prop menus are among the deepest in the state, with Same Game Parlay and SGP+ tools, fast live betting and daily profit boosts.

Bet365 launched in Pennsylvania in July 2024 and already takes 5.3% of online handle. Its in-play betting is among the best in the US, and it's strong on soccer and international sports, which suits Philadelphia Union fans.

Fanatics Sportsbook launched in Pennsylvania in January 2024 and has grown into the state's third-biggest sportsbook, with 7.6% of September's online handle. Its rewards come as FanCash, which you can turn into bonus bets or spend on Eagles, Steelers, Phillies and Penguins gear.

Other Pennsylvania Sportsbooks

BetRivers and its sister brand PlaySugarHouse, which took Pennsylvania's first online bet in May 2019, are both run by Rush Street Interactive, the company behind Rivers Casino in Philadelphia and Pittsburgh. theScore Bet took over from ESPN Bet in December 2025, betPARX is run by Parx Casino, and Mohegan launched its online sportsbook in November 2025. Unibet, Betway and Betfred have all left the state since 2024.

Pennsylvania Sports Betting Laws

Pennsylvania legalized sports betting before the federal ban was even lifted. Gov. Tom Wolf signed Act 42 on October 30, 2017, as part of a wider gaming expansion, and once the US Supreme Court struck down the ban in May 2018, Hollywood Casino at Penn National Race Course took the state's first legal bet on November 17, 2018. Online betting followed on May 28, 2019.

• Age: You must be 21 or older.
• Location: You must be physically in Pennsylvania to bet online, but you don't have to live there.
• College betting: You can bet on Penn State, Pitt, Temple, Villanova and other Pennsylvania schools, but player props on college games aren't allowed.
• Tax: Sportsbooks pay a 34% state tax and a 2% local share on revenue after promotional credits, a combined 36%. Over the year to June 2026, that raised $238.7 million in state tax.
